Dell Inspiron 1764

I have a Dell Inspiron 1764 model (17 inch screen)running Windows 7 Home Edition. It has a relatively small hard drive and a much bigger hard drive. I have run out of room on my C drive from installing programs. I have tried to move programs to the D drive as much as possible and install all new programs to the D drive. However, some programs automatically install into the C drive without even giving an option to install to D. Is there a way in BIOS or some other place that I can tell the computer to install all new programs to the D drive? Also is there a way to move data from the C drive without upsetting any core programs that cannot be moved? Thank you.
